European Cooperation and the Future of APSA

The African Peace and Security Architecture (APSA) of the African Union (AU) is facing an uncertain future: Traditional security threats in Africa are intensifying and new challenges arise. At the same time, the external environment is changing rapidly, an unprecedented crisis of multilateralism is evolving while new state and non-state actors have appeared on the stage. In this context, the European Union (EU) plays a crucial role in supporting the AU member states in shaping APSA’s future. With the establishment of the European Peace Facility (EPF) this year, the EU is opening a new chapter in its support for peace and security on the African continent.

The APSA Scenarios that FES published in late 2020 highlight how different approaches to the future of EU-AU cooperation might shape the peace and security situation in the long-run. Therefore, the run-up to the EU-AU Summit offers a good opportunity to present the findings of the scenario process to both policy- and decision-makers in Brussels.
