Peace Report 2022: The war in Ukraine and implications for the Common Security and Defence Policy

Watershed moment for European security and defence policy

The Russian attack against Ukraine has not only brought back war into the heart of Europe. It has also given a blow to the European peace architecture that had been established since the end of the Cold War. The sanctity of international borders, territorial integrity and international law were brutally violated. A watershed moment for European security and defence policy and also for protestant peace ethics.

EU and NATO have addressed the new situation in their strategic documents adopted in spring. The Strategic Compass of the EU emphasises the need for more ambition in its Common Security and Defence Policy. Initiatives in this vain have already been under way, but must now be rapidly enforced. The new EU strategy must also be complementary to NATO which is clearly identified as the alliance for collective defence in Europe. In this regard, the NATO 2022 Strategic Concept takes a clear focus on Russia as the most significant threat to security, peace and stability in the Euro-Atlantic area.

Against this background, the offices of the Protestant Church in Germany (EKD) and the FES in Brussels are delighted to invite you to the panel discussion "The end of the European peace architecture – the beginning of a new order? The war in Ukraine and implications for the Common Security and Defence Policy", where we will present the findings and recommendations of the Peace Report 2022. It will take place on 24 October from 12:00 to 14:00 in the office of the EKD. 

The Peace Report is the joint yearbook of the German Institutes of Peace and Conflict Research (BICC/HSFK/IFSH/INEF). Researchers from various disciplines investigate the realities of conflicts in various countries around the world. Their analyses call for a new concept of European and cooperative security and a strategy for the time after the war in Ukraine.
