Democracy and Terrorism: Resilience and Political Responses

The EU and its member states face several new and complex security threats. Terrorism in particular poses unique challenges to democracies and democratic leaders alike. The Friedrich-Ebert-Stiftung has commissioned four studies on countries that have experienced severe terror attacks in recent years to analyse how democratic governments and societies have responded to terrorist attacks: “Democracy and Terrorism – Experiences in Coping with Terror Attacks”. Against this background the panel will discuss the challenge to develop and foster resilience against radicalisation and terrorism, while at the same time safeguarding civil liberties and fundamental rights. What lessons can be learnt from previous attacks and their policy responses? How can the EU and its Agenda on Security offer added value to maintain order and security and protecting democratic principles and core values at the same time?
