Policy Brief: New own resources for the EU budget

For the next Multiannual Financial Framework (MFF), the European Commission proposes five new own resources to enhance the budget. Our policy brief examines this approach and already looks beyond 2034.

The negotiations of the next Multiannual Financial Framework (MFF) are gaining momentum. For the 2028-2034 budget, the European Commission suggests five new own resources as revenue streams:

  • the EU Emission Trading System (ETS)
  • the Carbon Border Adjustment Mechanism (CBAM)
  • a new contribution based on non-collected e-waste
  • the Corporate Resource for Europe (CORE)
  • a Tobacco Excise Duty Own Resource (TEDOR)

The implementation of new own resources needs to be a priority in the negotiations. A new policy brief by FES and FEPS looks into their concrete introduction. Author Margit Schratzenstaller lays down a two-pronged strategy that includes the five own resources already suggested by the Commission, followed by further tax-based own resources based on aviation, shipping, cryptocurrencies and net wealth for the post-2034 MFF.
