After the energy crisis, Europe’s economy is facing a series of challenges stifling growth, productivity and innovation. The picture across the board is mixed when it comes to economic output.
The conventional wisdom that economic heavyweights like Germany pull ahead does not hold at the moment. Technological changes, the climate emergency and multiple conflicts create a mood of insecurity and the political and economic consequences of Donald Trump's second presidency are yet to be determined. In these times, speaking with one voice and addressing challenges in a targeted manner is most important for progressives in power.
On 21-22 November, the Progressive Economics Network (PEN) hosted an expert meeting in Berlin, addressing the issues of shock preparedness and resilience, the progressive vision for industrial policy and competitiveness, as well as EU investment capacities in the new mandate.

The Progressive Economic Network is co-organised by the Foundation for European Progressive Studies (FEPS) the Friedrich-Ebert-Stiftung (FES) and Das Progressive Zentrum (DPZ).
We want to bring together senior economic advisors and strategists from Europe and the US to reflect on political realities on both sides of the Atlantic and put into place an economic plan that is fit for the significant transformational challenges of our economies, such as armed conflicts in the Ukraine and the Middle East, the climate crisis and shifts in geopolitics.
The network offers a space to strategise, exchange best practices and form a progressive economic policy strategy on how to tackle some of the most pressing economic challenges in the areas of fiscal, monetary, trade, industrial and social policies.
In January 2024, the network gathered in Brussels to build a "progressive toolbox" for inflation. Academics, policymakers and key advisors evaluated the most recent market interventions and discussed strategies to proactively counter economic shocks while also supporting green initiatives.

In September 2023, PEN experts met in Brussels to discuss ways of aligning the EU’s industrial policy with green investment goals while ensuring fiscal sustainability at the same time. Enriched with insights from US policies like the Inflation Reduction Act, participants discussed how Europe can foster green technologies and industrial resilience.
Key topics were the harmonisation of policies across the EU, enhancement of rural investment and fiscal disparities among Member States. The event emphasised the need for a cohesive, EU-supported approach to “get the Green Deal done”.

In April 2023, the network organised a session during the IMF Spring Meetings in Washington D.C. to debate crafting a transatlantic approach to progressive industrial policy - inspired by the US Inflation Reduction Act.
With international experts present, the discussion focused on embedding social justice, harnessing cross-border synergies and aligning industrial policies with climate and economic resilience goals, as well as highlighting the need for a strong US-EU alliance.
