Reducing the Risks of Conventional Deterrence in Europe: Arms Control in the NATO-Russia Contact Zones

Political tensions and the increasing military proximity of Western and Russian forces – especially in the Baltic and Black Sea regions – prompt concerns that an armed incident could unintentionally spiral out of control. Two policy lines compete within the West, which has increased its presence over the last five years in response to Russia’s annexation of Crimea and military intervention in eastern Ukraine. The U.S. and a number of its friends and allies believe that traditional risk reduction and incident prevention is a permissible response, while Russia’s continued occupation of Ukraine’s territory renders problematic a new conventional arms control agreement to replace the non-operational CFE and A/CFE.

These risks are analysed in the report “Reducing the Risks of Conventional Deterrence in Europe: Arms Control in the NATO-Russia Contact Zones”. The report was published by the OSCE Network of Think Tanks and Academic Institutions with European, U.S., and Russian contributions. Six co-authors will be presenting their contributions to the report and will be ready to answer your questions.
